INTERNATIONAL MILITARY EDUCATION AND TRAINING PROGRAM

This is the International Military Education and Training Program. What you have here is the number of soldiers trained by the U.S. And they can be trained in the U.S. where there are three schools. Or they were trained in Panama when they had bases there. And now they are trained in Puerto Rico. If you will notice Cuba here -- how is it that Cuba is training soldiers up to 1966?
